Seneca City Administrator Discusses Settlement involving harper’s building downtown on coffee time

(Seneca, SC)————Yesterday, City of Seneca Administrator Scott Moulder commented on the Coffee Time program on the approval by a judge of the settlement between the family of the late Elford Haynes and the city of Seneca in regards to the old Harper’s building in downtown.

“I think it is a settlement agreement that both parties are happy with and I think it was a great win-win for all of us as we move forward,” says Moulder. “It was an agreement that the Mayor and Council deliberated heavily going forward and we felt like it was time to put this to bed.”

Moulder said that both parties amenably came to the table and came up with a solution.

Moulder said that the city will buy the building and the city will waive the fees and fines that have accumulated over the years, which Moulder believes may total over $1 million dollars, which Moulder believes would be difficult to collect.

Moulder says the city still has to close on the building and that should occur within the next week or so. After that step takes place, Moulder says that the team of engineers and architects that are currently doing work on the Kimbrell’s building downtown will be retained to do work with the Harper’s building. Moulder says that there have been discussions among himself and City Council about future plans for the building.
