Welfare Check leads to arrest for Kidnapping

Police charged a Seneca man with three counts of kidnapping and other domestic offenses this week after a late night welfare check.  Officers with the Seneca Police Department responded to two welfare checks at the Fair Oaks Circle apartment this week that were requested by an anonymous party.  On Monday, 24-year-old Justin Lee Lucio was arrested on outstanding drug warrants and there was no mention at that time of domestic violence.  The second one was Tuesday for a welfare check, at which time the victim told investigators of the domestic problem.  Seneca Police arranged for a safe location for a woman and two children and then initiated an investigation.  Lucio stands charged with three counts of kidnapping, criminal domestic violence of a high and aggravated nature and two counts of unlawful neglect of children.  Police also confiscated a loaded .40-caliber sub-compact pistol as evidence. Lucio was booked at the Oconee County Detention Center in Walhalla.
