Unsolved Case of Charles Ellis “Tubby” Raines profiled

The latest unsolved cold case to be profiled by the Oconee County Sheriff’s Office is that of Charles Ellis “Tubby” Raines.  On August 29th, 2002, his body was discovered in his home after he was shot to death.  He was 45-years-old. Today, the Oconee County Sheriff’s Office continues to try to solve this case and is asking for the public’s help with tips and clues that could lead to the arrest of the person or persons involved.  According to investigators, Raines was more than likely killed the day before he was found in his home at 299 Worth Street in Seneca, which is located off Highway 123 and behind the Town and Country Motel. Investigators say that robbery appears to be the motive in this case. Investigators also say that they feel that Raines knew his assailant or assailants and there appeared to be no forced entry into the residence.
