New State Proviso Will Soon Restrict Cellphone Use for Students

A new state proviso will soon restrict student cellphone use to enhance school safety. During the School District of Oconee County’s (SDOC) Board of Trustees meeting on Monday, district leadership discussed Proviso 1.103, which mandates a policy prohibiting personal electronic device use during classroom instruction. Assistant Superintendent Elizabeth McDonald noted that while some may welcome the change, it may be challenging for students. The district has until January to adopt the policy, with discussions starting this fall to inform principals and the public. McDonald emphasized the importance of parental support to help students adjust. Associate Superintendent Steve Hanvey mentioned that a model policy is expected from the state by mid-fall. Trustee Amanda Holder suggested informing students early to ease the transition. Superintendent Michael Thorsland advised waiting for the state’s finalized policy before full implementation but agreed on the importance of early communication.
