Oconee County Launches Forensic Audit into Former Administration’s Financial Practices

Oconee County has initiated a forensic audit after County Administrator Stewart Jones publicly described the prior administration’s accounting practices as “horrendous and misleading” and “frankly negligent” during the Oconee Chamber of Commerce “State of Oconee” luncheon.

The review was triggered by four significant deficiencies identified by independent auditors CKH Group in the FY2025 annual audit, followed by discoveries of unauthorized amended budgets, millions in unapproved budget transfers—including one of $2.8 million—unauthorized salary increases, and missing records. Council hired Jones specifically to restore transparency after repeated difficulties obtaining accurate information from the previous administration.

A forensic audit, unlike a routine annual review, is an investigative process that traces public funds and examines the reasons behind transactions; its scope will evolve based on emerging facts. Jones has engaged experienced financial consultants and investigators, and the entire County Council stands united in pursuing full accountability. Findings will determine next steps, including potential referrals to law enforcement, civil recovery actions, or policy reforms to prevent recurrence.

Council Chairman Matt Durham emphasized that the process would proceed deliberately without rushing or delaying, with ongoing updates provided to the public as facts emerge.
