Seneca Secures $1.3 Million ARPA Grant for Water Infrastructure Upgrades

At the November 25, 2025 city council meeting, Seneca City Administrator Scott Moulder announced that the South Carolina Infrastructure Investment Program (SCIIP) has awarded the city an additional $1.3 million grant, funded through the American Rescue Plan Act, to support critical water system improvements.

The grant requires a $433,000 local match and must be applied to existing projects with all funds obligated by December 31, 2026; Seneca will direct the money toward construction of a new elevated water storage tank on Doug Hollow Road and the replacement of 10,300 linear feet of 12-inch water line along S.C. Highway 130.
