The Oconee County Sheriff’s Office arrested a Westminster man yesterday on two counts of Kidnapping in regards to a weekend incident.

A deputy from the Uniform Patrol Division spoke with a female victim on Monday afternoon regarding an incident that occurred on Sunday afternoon.  The victim stated that Hughes had assaulted her while both were inside of a vehicle and then again at the residence of Hughes on Sandifer Boulevard when they arrived back at the residence after going to a business in Seneca.

The victim requested that the deputy conduct a welfare check yesterday on a separate female victim who resides at the Sandifer Boulevard residence.  When the deputy arrived, he spoke with the female and with Hughes.

According to evidence that was gathered during the investigation, and according to arrest warrants, Hughes is accused of striking one of the female victim’s on her face and legs, pepper spraying her and choking her on Sunday.

After returning to the residence from Seneca and going back inside the home on Sunday, Hughes also blocked a door to prevent both females from leaving the residence.  However, both females were eventually able to leave the residence.
