Moderate Drought declared for Four Upstate Counties

The South Carolina Drought Response Committee has declared most of the state in the initial stages of drought. However, on Friday the committee designated four Upstate counties, Abbeville, Anderson, Oconee, and Pickens, in moderate drought, which is the second level. The committee said three things account for the moderate drought designation, the rainfall deficit, the abnormally high temperatures and the wind, which has significantly increased evaporation.
