New Vision Emerges for Utica Mill Property

The community of Utica experienced a significant change at the turn of the 21st century when a long-standing textile plant closed. However, a new vision has emerged for the remaining building on S. 6th Street, located at the edge of Seneca’s corporate limits. The Oconee County Council anticipates that a developer’s plans for the Seneca Mill Lofts, which includes over 400 apartment units, will transform Utica’s landscape. The council has shown its support by approving an agreement for infrastructure reimbursement with the Seneca Cotton Mill Owner LLC.
