OC Deputies make arrest during Routine Patrol

An Oconee County Road Patrol Deputy made an arrest of a Westminster area man during the lunch hour last Wednesday during routine road patrol operations.  Oconee County Sheriff’s Office Public Information Officer Jimmy Watt gives details.  “According to the incident report, an officer was traveling on Highway 123 when he noticed a white in color motorcycle, a 2007 Harley Davidson, with its tag partially covered by some leather luggage.  The deputy ran the tag on the motorcycle and the tag came back expired. The deputy pulled the motorcycle over for a traffic stop in the parking lot of the Eastminster Apartment complex.  The deputy informed the driver, Wayne Beecher Carter, that the tag on the motorcycle was expired and asked the driver who he wanted to tow the bike.  During the course of the conversation, the deputy informed the driver that the bike was going to be inventoried and asked Carter if there was anything he needed to know about. Carter informed the deputy about a black bag in the luggage on the back of the motorcycle.  The black bag reportedly contained a plastic bag that Carter stated was marijuana, a plastic bag that Carter stated was methamphetamine.  The amount of marijuana discovered by the deputy was almost 29 grams and the amount of methamphetamine was a little over 2 grams.  Also found by the deputy was 19 blue pills and 4 white pills. The 59-year-old Carter, of 268 Unity Church Road in Westminster, has been charged with two counts of possession of a controlled substance, one for Oxycodone and one for Xanax, and for possession with intent to distribute methamphetamine.  Carter was also issued tickets for no vehicle license/expired, for deface/altering vehicle license, and for simple possession of marijuana.” The total amount of Carter’s bond on all six charges is $21,095.
