Oconee County Sheriff’s Office Announces Second Drug Round-Up of 2022

The Oconee County Sheriff’s Office is announcing today that the second drug round-up of 2022 began yesterday morning.

The Sheriff’s Office began the operation with a meeting and briefing at 9:00am at the Law
Enforcement Center in Walhalla.

The Sheriff’s Office obtained arrest warrants on 20 subjects. The arrest warrants were
obtained based on controlled purchases of narcotics by undercover operatives working at the direction of the Sheriff’s Office. Among the narcotics purchased during the controlled buys by undercover operatives were Fentanyl, Methamphetamine, Heroin, LSD, and Ecstasy.

The following individuals had been arrested so far and/or were already in jail and will or have been served their warrants. Here are the names of the individuals that have been arrested so far and their charges according to warrants:

1) Ann Marie Ballard
Seneca, SC
59 years old
Distribution of Heroin – 4 counts
Ballard was also charged with one count of Trafficking in Heroin in regards to
approximately 6.36 grams of being located on her person during her arrest yesterday.
Ballard was booked into the Oconee County Detention Center around 2:30pm Thursday.
At this time, Ballard remains in jail on a combined $300,000 surety bond.

2) Matthew Lee Thompson
Seneca, SC
42 years old
Trafficking in Methamphetamine – 1 count
Thompson has also been charged with one count of Possession of Methamphetamine in
regards to approximately 1.39 grams of Methamphetamine being located on his person
during his arrest yesterday. Thompson was booked into the Oconee County Detention Center around 7:43pm Thursday and remains in jail, at this time, on a combined $100,000 surety bond.

3) Mark Evan Medlin
35 years old
Westminster, SC
Distribution of Heroin – 1 count
Medlin was booked into the Oconee County Detention Center around 9:54pm on Friday.
At this time, Medlin remains in jail on a $50,000 surety bond.

4) Benjamin Eric Ramey
Seneca, SC
40 years old
Distribution of Methamphetamine – 1 count
Currently in custody at the Oconee County Detention Center after he was arrested on
August 11st, 2022 by the Oconee County Sheriff’s Office.

5) Dylan Trevor Bernard
Westminster, SC
22 years old
Distribution of Methamphetamine – 1 count
Currently being housed in a South Carolina Department of Corrections Facility

6) Kermit Eugene Moss
Seneca, SC
46 years old
Distribution of Methamphetamine – 1 count
Currently in custody at the Oconee County Detention Center after he was arrested on
August 13th , 2022 by the Oconee County Sheriff’s Office.

7) Whitney Sloan Peay
Westminster, SC
31 years old
Trafficking in Methamphetamine – 1 count
Currently being housed in a South Carolina Department of Corrections Facility

8) Barry Dee Palmer II
33 years old
Seneca, SC
Distribution of Heroin – 1 count
Distribution of Fentanyl – 1 count
Trafficking in Methamphetamine – 1 count
Palmer was booked into the Oconee County Detention Center around 7:07pm on Friday,
September 2 nd
Palmer was also arrested on an outstanding Magistrates Bench Warrant
At this time, Palmer remains in jail on a combined $90,000 surety bond
Palmer will also be required to wear an electronic monitoring device, as a condition of
bond, should he be released.

9) Mitchell Adair Sloan
39 years old
Seneca, SC
Trafficking in Methamphetamine – 1 count
Sloan was booked into the Oconee County Detention Center around 7:48am on
Wednesday, September 7 th
At this time, Sloan remains in jail on a $100,000 surety bond
Sloan will be required to wear an electronic monitoring device, as a condition of bond,
should he be released
