Oconee County Sheriff’s Office Arrests Four in Relation to Grand Larceny and Runaway Investigation

The Oconee County Sheriff’s Office arrested four subjects on charges related to two separate investigations, one involving a Grand Larceny and the other involving a runaway teenager.  

The subjects arrested and their charges are as follows:

19 year old Luigi Bozzi Carr of Westminster: one count each of Contributing to the Delinquency of a Minor and Accessory after the Fact of a Felony.  Carr remains in custody at this time at the Oconee County Detention Center on a combined $15,000 surety bond.

18 year old Xavier Nathaniel Olan Alspaugh of Fair Play: two counts of Grand Larceny and one count each of Contributing to the Delinquency of a Minor and Enticing a Child from Attendance in Public School.  At this time, Alspaugh remains in custody at the Oconee County Detention Center on a combined $25,000 surety bond.

19 year old Zachary Alexander Tousel of Baldwin, GA: two counts of Grand Larceny and one count of Contributing to the Delinquency of a Minor.  At this time, Tousel remains in custody at the Oconee County Detention Center on a $20,000 surety bond.

20 year old Hannah Nicole Rogers Walters of Liberty and Westminster: two counts of Grand Larceny and one count of Contributing to the Delinquency of a Minor.  Rogers Walters was released from the Oconee County Detention Center on her own recognizance after receiving a combined $20,000 personal recognizance bond.

     Both incidents were reported to the Sheriff’s Office on the same day.  Deputies from the Uniform Patrol Division spoke to the victim during the morning hours of January 27th in regards to reports of the theft of two vehicles, a 2003 Ford Ranger and a 2005 Chevrolet Tahoe, from an address on Grant Point near Seneca.  The Tahoe was recovered later on the same day while the Ford Ranger was located the next day.     

     In regards to the second investigation, deputies spoke to a family member the morning of January 27th in regards to a juvenile reported missing from an address in West Union.  Information on the juvenile was entered into the National Crimes Information Center database and neighboring law enforcement agencies were notified.  

     Investigators and deputies began investigations into both cases.  Based on information received, investigators responded yesterday to the Forest Springs Campground on S. Highway 11 and located the missing teenager, who was turned over to the custody of a parent.  

     Based upon evidence that was gathered during the investigation, Alspaugh, Tousel and Rogers Walters were all charged with stealing the Ford Ranger and the Chevrolet Tahoe.  Those subjects were also charged with providing the missing juvenile with marijuana and putting her is possession of a stolen vehicle, according to arrest warrant.  Carr is accused of supplying marijuana to the juvenile and assisting her in disposing of a stolen vehicle, according to an arrest warrant, while also assisting another knowing that a felony had been committed.    

     Alspaugh has also been charged in arrest warrant with encouraging or enticing the juvenile not to attend school.
