Proposed Development Update

The Greenshore Development Group’s proposed project of 1,654 homes on 770 acres along Rochester Highway has caused community concern. Despite preliminary designs being submitted to Oconee County and discussions with county officials, the developer, Jim Shivers, has made no significant progress since his sketch review request in August 2023. The land is still owned by Keowee River Preservation Group, LLC. No subdivision permits have been applied for, and the county confirmed no further progress. Meetings with the Oconee Joint Regional Sewer Authority and Seneca Light and Water have occurred, but the developer’s plans remain high-level and unclear. The estimated wastewater flow for the development is 500,000 gallons per day. Shivers has requested an updated approval letter from the OJRSA to the Appalachian Council of Governments.
