Still Time to comment on Reimbursement Waiver

The South Carolina Department of Employment and Workforce, state administrative entity for the Workforce Investment Act (WIA) and Wagner-Peyser Act, invites public comment regarding our request to the U.S. Department of Labor (USDOL) to waive regulatory prohibitions on authority to reimburse On-the-Job Training (OJT) employers based on a sliding scale. South Carolina currently has a USDOL-approved OJT waiver to utilize a sliding scale reimbursement based on the size of a business. The below waiver request asks that USDOL grant South Carolina additional flexibility, by also allowing the use of a sliding scale for OJT employer reimbursements based on the length of unemployment of OJT participants. Approval of this waiver request benefits both employers and job seekers. The waiver will increase business engagement in hiring the long-term unemployed and increase job seeker placement. Comments will be reviewed and changes made to the waiver as appropriate.
