Former Westminster police chief Johnny Scott Bannister has been ordered to make restitution by Circuit Court Judge J. Cordell Maddox, Jr. of Anderson. The civil judgement for restitution, in the amount of nearly $114,500, was handed down after four rulings were made against Bannister and he appeared in court recently for probation proceedings.
